Section 104 of the Constitution of Urabba Parks provides that the Parliament may make charity distributions, which are subject to the restrictions and charges on charity distributions in favour of charity distributions of service members and patron members.
Compiled text (Section 104 - Saving of certain rates)
(1) The Parliament may appropriate an amount payable to the Enactor out of the Consolidated Revenue Fund of Urabba Parks, for a charity distribution to ordinary members.
(2) Charity distributions made to ordinary members shall be subject to the restrictions and charges on charity distributions in favour of charity distributions of service members and patron members.

267. This section provides the Parliament with the power to make charity distributions to ordinary members and clarifies such distributions are subject to restrictions and charges including charity distributions to service and patron members. The intention of this section is to entrench the rights of service and patron members, such as the right to receive charity distributions whenever the ordinary members receive the same.
