A new jurisdictional division may be formed by separation of territory from a jurisdictional division, but only with the consent of the legislature thereof, and a new jurisdictional division may be formed by the union of two or more jurisdictional divisions or parts of jurisdictional divisions, but only with the consent of the legislatures of the jurisdictional divisions affected.
